Position Overview:

The primary responsibility of the Analyst - Benefits is to support the Benefits Department with reporting, auditing, and compliance processing. The ideal candidate will support planning, maintenance and functions of the ACA Compliance technology solution. Additional responsibilities will include auditing, billing, FSA substantiation and taxation, eligibility systems maintenance and compliance reporting including but not limited to non-discrimination testing and plan affordability testing. Must work well independently, thrive in a fast-paced environment, and is highly attentive to detail. In addition, the Analyst works well in a collaborative team environment and is able to build and maintain strong relationships with all departments and employees.  
All duties are to be performed in accordance with departmental and The Venetian Resort’s policies, practices, and procedures.  
 

Essential Duties & Responsibilities:

  • Direct accountability for maintaining accurate analysis of eligibility measurement and benefit program enrollment rules.
  • Provide input to the functional requirements for health information technology, preferable with eligibility and enrollment systems.  
  • Administers ACA program, designs, tests, trains and defines support procedures for ACA technology solution as well as maintains the system ensuring data integrity, internal reporting of hours and timely distribution/filings of 1094-C and 1095-C.
  • Oversees/directs the administration of COBRA compliance.
  • Generates operational and special reports utilizing ADP Report Writer (ADPR).
  • Ensures data integrity, analyzes data trends, audits and maintains employee enrollment data and billing.
  • Audits, investigates and resolves any issues associated with benefit invoices prior to processing for payment.
  • Conducts employee/billing auditing and reporting.
  • Responsible for data necessary to complete government compliance activities (5500s, audits, etc.), employee mailings, vendor billings, coordinating data collection and updating numerous reports for management. 
  • Assures processes and procedures are in place to capture and maintain consistent and accurate benefit related data. 
  • Conducts timely analysis and reporting designed to test plans for non-discrimination and affordability to include childcare taxation.  
  • Evaluates existing benefits programs and proposed changes.
  • Provides management planning and control information by collecting, analyzing, and summarizing employee benefit data and trends.
  • Assists with plans and designs of complex business processes and makes recommendations in order to improve and support business activities.
  • Creates test case scenarios for testing the business applications to verify requirements are incorporated into the system design.

Minimum Qualifications:

  • 21 years of age.
  • Proof of authorization/eligibility to work in the United States.
  • Bachelor's degree preferred or equivalent with HR coursework preferred.
  • Must be able to obtain and maintain any other certification or license, as required by law or policy.  
  • Minimum of 1-3 years related experience required.
  • Must possess a comprehensive knowledge of COBRA, HIPAA, FMLA, ACA  and related regulations
  • Requires exceptional communication skills, excellent writing skills, strong customer service and analytical skills; prepares high quality documents and report preparation.
  • Ability to perform mathematical calculations in computing rates, premiums and adjustments.
  • Advanced knowledge of Excel including formulas, pivot tables and layered charts.
  • Strong business acumen in benefits with an emphasis on eligibility rules and the Affordability Act Compliance regulations.
  • A passion for problem solving, flexibility, comfort with ambiguity, creativity and the hunger to constantly ask “why”?
  • Driven and results oriented, with strong skills in project management.
  • Ability to create, maintain and disseminate information to stakeholders for multiple projects.
  • Ability to work independently, as well as an active member of both business and HR teams.
  • Members of different backgrounds and levels of experience. 
  • Must be able to work varied shifts, including nights, weekends and holidays.

Physical Requirements:

Must be able to:

  • Lift or carry 20 pounds, unassisted, in the performance of specific tasks, as assigned.
  • Physically access all areas of the property and drive areas with or without a reasonable accommodation.
  • Maintain composure under pressure and consistently meet deadlines with internal and external customers and contacts.
  • Ability to interact appropriately and effectively with guests, management, other team members, and outside contacts.
  • Ability for prolonged periods of time to walk, stand, stretch, bend and kneel.
  • Work in a fast-paced and busy environment.
  • Work indoors and be exposed to various environmental factors such as, but not limited to, CRT, noise, dust, and cigarette smoke.
